AI Chatbots Deliver ‘Unreliable and Biased’ Voting Advice, Claims Netherlands Regulator

AI chatbots are proving to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has reported, raising alarms about a possible risk to democracy just eight days before the country’s general election.

Study Shows Consistent Bias in AI Suggestions

The quartet of AI assistants evaluated by the authority “often end up with the same two parties”, irrespective of the voter’s inquiry or input, the regulator explained in a report published ahead of the 29 October election.

In more than half of the cases, the AI recommended either the right-wing PVV of Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Some parties, such as the centre-right CDA, “are rarely ever cited”, even when the user’s input exactly matches the positions of these parties, the report pointed out.

Official Warns Against Relying on AI Assistants for Voting Guidance

The vice-chair of the data protection agency, Monique Verdier, commented that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Voters were being pushed toward a political group that did not necessarily align with their ideological beliefs, she added.

“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” Verdier stated. “We therefore warn against employing AI assistants for voting advice, as their operation is unclear and hard to confirm.”

Election Context and Political Landscape

The Dutch head to the polls on October 29 in an electoral contest that will be closely watched around Europe for the performance of the Freedom party.

The far-right party of Wilders is leading the polls but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with numerous electors yet to make up their minds.

Every significant political faction have rejected a coalition with the Freedom party, implying the party that comes second is most likely to supply the future head of government.

Inadvertent Prejudice Attributed to Chatbot Functioning

The authority stressed that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a consequence of the manner in which AI assistants function.
